PoK based Jehad Council is suspicious of Hurriyat
Conference intention in Kashmir

IN A clear warning to
the 27 party alliance Hurriyat Conference, Pakistan occupied Kashmir (PoK)
based United Jehad Council (UJC) has accused the separatist
conglomerate of maintaining ‘criminal silence’ over the issue of
ensuing assembly elections in Jammu and Kashmir.
The militant council representing more than a dozen guerrilla
organizations has said that the silence maintained by Hurriyat leaders
led by Mirwaiz Umar Farooq over the election issue seems suspicious
and such blunder would never be forgiven.
In a faxed statement to News Agency of Kashmir (NAK) a local agency
based in Jammu, the spokesperson of UJC Sadaqat Hussain has alleged
that the people of Kashmir are ‘forced to vote in presence of more
than seven lakh military and paramilitary forces to form a puppet
government’, adding that such people are being projected as leaders
who even did not spare the land of Kashmiri people and oppose
demilitarization.
The local agency (NAK) reported that the militant leader had further
alleged that some Kashmiri leaders having vested interests had allowed
the military to settle permanently in the valley and the army
implemented the transfer of Land Act on the pattern of Israeli
government just to allow non-locals to settle down in Kashmir and
tried to put the people of Kashmir in minority.
“These are the leaders
whose hands are full of blood of Kashmiri people and are supporting
the elections to be held under the shade of Indian Guns,” maintained
the statement, accusing the Hurriat Conference of betraying the people
of Kashmir for their petty political interests. According to the faxed
statement, the statement said that under these circumstances the first
and foremost responsibility of Hurriyat conference is to launch
anti-election campaign and appeal to Kashmiri people not to vote and
expose the ‘propaganda of India.’
He said that there are two reasons behind the "criminal silence" and
"hidden agenda" of Hurriyat Conference including their dialogue and
understanding with the Indian government and un-popularity of Hurriyat
leaders among masses.
He added that if the Hurriyat leaders do not start anti-election
campaign and expose the political leaders who are exploiting the
people on the name of power, water and roads, the people of
Kashmir and
freedom movement would never forgive them.
UJC spokesman maintained that the political leaders instead of
supporting the Kashmir cause are confusing the masses by showing green
pastures and motivating them to participate in elections.
He added that when the people of Kashmir
need to be shown right direction with regard to elections, the
Hurriyat Leaders are in race to go out side for touring so as to get
space in print and electronic media.
“The reasons for the
participation of people in election rallies are the President
Musharraf's wrong policies about Kashmir Tehreek and the separate
statements of Hurriyat leaders which confused the basic issue,” he
added.
Sadaqat Hussian further said that the group participation of Hurriyat
must for people to get rid of the Indian forces and the issue is
resolved as per the wishes of the people of Kashmir according to
international resolution which is the only way to beat the enemies of
Kashmir.
This statement could trigger up further differences between the
moderate faction of the Hurriyat Conference led by Mirwaiz of Kashmir
Umar Farooq and the radical militant organizations who have waged
armed struggle against India since 1990, to merge the State with
Pakistan. The hurriyat conference had already split in 2003, when Syed
Ali Shah Geelani, another Kashmir leader formed his separate party.
Minority
Commission
Jammu and Kashmir the
only state in the country without a Minority Commission, may soon have
one with Chief Minister Ghulam Nabi Azad likely to give his nod to a
proposal in this regard shortly.
“We hope to get the
chief minister’s approval to our proposal for setting up a minority
commission in the state soon,” a highly placed source in the Social
Welfare Department told reporters in Jammu. The proposal already has
the consent of the state law department.
“After the chief
minister clears the proposal we will go ahead with constituting the
commission so that minorities in the Valley get the same benefits as
elsewhere in the country,” he said.
The Social Welfare
Department set into motion the process of constitution of the Minority
Commission after the Union Ministry on Minority Affairs wrote to the
J&K government to set up the commission as per the recommendations of
the Sacchar Committee on minorities.
The communities
falling into the category of minorities in Jammu and Kashmir, the only
Muslim majority state in the country, are Sikhs, Kashmiri Pandits,
Jains, Buddhists and Christians.
In order to address
the problems of minorities in the state, the Minority Commission will
focus on mitigation of their political grievances and boosting their
development.
The commission, likely
to be chaired by a retired high court judge, will have members
nominated by the government and function under the SWD, they said.
Kapur succeeds
Kundal
THE FINANCIAL
Commissioner – Home, S S Kapur, has been elevated as chief secretary
of Jammu and Kashmir, in place of Balwant Rai Kundal, who has recently
been inducted in the state cabinet after taking premature retirement.
The state cabinet,
which met under the chairmanship of chief minister, Ghulam Nabi Azad,
approved the appointment of Kapur as chief secretary of Jammu and
Kashmir.
Kapur joined the
Indian Administrative Service (IAS) in the year 1974, after graduating
in civil engineering from
Punjab
Engineering College,
Chandigarh. While in service, he also acquired a post graduate diploma
in Population and Development (1993-94) and Master of Business
Administration (MBA) (1996-97).
Kapur started his
service career in
Jammu and Kashmir
as SDM, Ramban (1976-78), and went on to serve in various capacities,
both in the field and the secretariat. He has served as deputy
commissioner of Leh and Jammu districts, managing director of the
Jammu and Kashmir Tourism Development Corporation Limited, excise
commissioner and divisional commissioner, Kashmir in the relatively
turbulent times. He has held the charge of the administrative
secretary of key departments like agriculture, tourism, higher and
technical education, industries and commerce, planning and development
and home.
Kapur has also served
with distinction under the Central government as director (policy) in
the ministry of health and family welfare (1990-94) and joint
secretary in the ministry of commerce and industry (2000-2005). In the
latter capacity, he specialised in free trade negotiations both in
bilateral and regional contexts. In this regard, he led various Indian
delegations including for negotiations on South Asia Free Trade
Agreement (SAFTA) and India-Association of Southeast Asian Nations
(ASEAN) and Free Trade Agreement (FTA), aimed at bringing about
economic integration in the South Asian and South-East Asian regions.
